Case Study #1802 - SCADA Communication Strategic Plan : Utility
The client is a State utility responsible for distribution of electricity throughout the State. Successful management of SCADA Communication assets, processes and resources is critical to establish the client’s capability to deliver quality services to its customers and value to its stakeholders.
The client engaged CHERUB to support the development of its SCADA Communications Strategic Plan, the aim of which was the improved management and delivery of SCADA Communications assets and services, and to guide the establishment of work programs that are focussed on enhanced performance, efficiency and security of the SCADA Communication supporting operational structure and internal business capabilities.
The approach adopted by CHERUB was to interview staff, review documentation and to document the issues and challenges that relate to the state of the infrastructure, operational support structure and / or business capabilities. CHERUB then prepared a roadmap that prioritised works aimed at implementing improvements across the client’s business. Gaps and issues in the identified areas were addressed through a series of initiatives which were classified under one of four program streams.
The four program streams were:
Governance - Business value driven investment and decision making
Service Capability Improvement - Organisation and defined processes to deliver consistent and effective services
Efficiency Improvement - More efficient use of resources and knowledge
Infrastructure Improvement - Reliable SCADA Communication infrastructure available as and when required.
Each initiative was also prioritised into against a priority classification which was:
- Foundation - projects that enhance, expand, or modify existing SCADA Communication services to address critical gaps and risks and which are essential as foundation works to underpin other initiatives
- Evolutionary - projects that provide long term changes to the SCADA Communication services to ensure future growth demands are managed and delivered.
The client was able to establish a clear roadmap that identified the program of works to be undertaken to improve the management and delivery of its SCADA Communications assets and services to deliver quality services to its customers and value to its stakeholders.
